Have a look at Stu's Sail it could help yours by introducing more colours into it. also the way that you have done the sail of the other boat perhaps showed its not needed at all. I like the way you have zoomed in a bit to make the rock warm the foreground.

I like the warm tonality of the painting Tim.  I see some nice cool broken colors in the shadows of the buildings.  Would like to see the highlight of the sail a little warmer and lighter. Also the color of the sail in general could be uplifted a little.  Would also like to see some of those cool colors you put into the buildings  .. put into the sails.  You need to be more aware of your edge work ... soften up some of those edges.  The drawing of the sail is a little off depicting the bottom edge ... it looks like the cloth is pretty well ripped up.  The solution there is more accurate drawing, edges, and observation.  One more thing Tim, be aware of overdoing the black. You can mix a dark warmish blue/green without having to resort to black .. same thing goes for the windows, etc.
