Even with watercolor paintings I love to go with bold, vivid colors and I love to use lots of layers of colors to achieve what I like to see and for a better rain effect I like to wet well the paper and with a fine and very wet brush I add the colors I want and let them  dripping down to the paper, or when the painting is dry you can scratch some vertical dot lines with a sharp blade or knife...it's not the best advice but this is what I do.
