it's just paper that you can paint on.  It's thick.

Have no idea what water soluble paper is, I will have to google it!  Ha ha.............

Sorry Tut but the paper I painted it on had rounded (torn) edges.  You just have to focus on the rose!  :)

Very nice, but the black frame is a bit distracting.
