Yes John, I was approx 6 to 8 feet above, perched on a rock when I took the photo ref for this painting.... any closer and I would not only have had wet feet, I would have been soaked! There is no hard and fast rule about wave height, or anything else for that matter, it all comes down to perspective [as you say, it depends on where you are standing and the horizon line versus the object].
