It's a harbour scene, with a quay and part of a life boat in the foreground. The background (1/3 of the painting) has a town with 18th century architecture and a row of trees on the hill in the distance. My mum thinks it could be a Scottish scene but it might not be. It's definitely looks like a British scene.

My cousin is an an artist and said that the scene looks like it is painted from a photo. Not sure how she can tell that.
