It's a counterweight for the gondolier, it's called a 'ferro' (iron) or soemthing
I think they are just decorative, but look at Richard's painting ; i think he includes them! just a hint of the forks.
What are those white things on the front of the boats with "teeth" in them? Ramming rods? LOL
