Hi Sheila.  Welcome to the Complete Artist site.   A lot of action going on here with your energetic brush marks and jagged rocks!!   Good compositional placement of the gulls.  I would suggest that your rocks should be a much darker value ....and try to connect them a little.  Your values between the sky plane and ground plane are too close, thus flattening out the picture.  You have a foreground  ... but no middle ground nor background ... you need that Sheila.  Composition wise, try to avoid everything going parallel with each other ... take a close look at some seascapes by Fredrick Waugh  and study how he handled the problem of close up waves coming at you.
