I am no expert on ethics, but I know I would feel 100% inocent if I advised a purchaser that the canvas and painting had been repaired as per your statement. If, knowing this, they wishes to go ahead with the purchase, that is their responsibility.
With regard to exhibiting it in a competition or display, in my opinion you are only exhibiting the surface of the painting, not the canvas or stretchers, and I would not feel oblidged to mention it.
If as a result of exhibiting it someone wanted to buy it, then and only then might you wish to disclose it.
